In order for the balloons to fly safely the ground must be dry, winds at ground level must be below 10 M.P.H. and the weather conditions must be stable.  Balloon Flights are often delayed in order to give the weather conditions time to improve.  Cancellations of flights occur when conditions are not appropriate for a safe flight.
